security. You'll work closely with both internal and external
stakeholders, driving complex, multi-year initiatives that yield
transformative outcomes.As theHR IT Program Manager , you will
serve as the essential bridge between HR and IT, spearheading
innovative technology solutions across the HR landscape-from
Benefits and Compensation to Employee Relations and Leadership
support. Acting as the Product Owner, you'll directly champion HR's
needs, aligning them with IT development through agile practices.
Your leadership will be key in defining project scope, capturing
requirements, and coordinating with IT teams to ensure seamless
execution and sustainment of HR technology initiatives.In this
influential role, you'll set the business priorities for the IT
Scrum Team, lead requirements reviews, coordinate testing, and
facilitate collaboration between HR, subject matter experts, and

IT interface with stakeholders, with strong skills in defining,
negotiating, and achieving program goals aligned with
organizational priorities.Strategic and Tactical Leadership:Proven
track record in leading the planning and execution of diverse IT or
Information Security portfolios, driving projects to meet technical
and operational goals.Partnership Building:Ability to develop and
maintain effective partnerships with federal agencies, academic
institutions, and private industry to advance program goals.Program
Success Management:Experience acting as a contractual agent for IT
or Information Security programs, with skills in negotiating scope,
schedules, and budgets to meet high performance standards.Customer
Representation:Ability to represent high-level internal and
external customers, aligning program objectives with organizational
priorities and managing resource allocation efficiently.Execution
Planning:Expertise in developing detailed execution plans that
guide each phase of portfolio work, ensuring on-time and
high-quality delivery.Team Collaboration:Strong ability to
collaborate with IT line managers and teams to achieve program
milestones, providing clear guidance and direction.Risk Management
Proficiency:Experience working with risk management teams to
identify, assess, and mitigate risks across IT or Information
Security portfolios.Independent Leadership:Demonstrated capability
to establish reporting and documentation independently and serve as
a spokesperson for program updates with senior management.Agile
Collaboration:Hands-on experience working with scrum teams, scrum
masters, and product owners to coordinate and deliver program
milestones.Inclusive Leadership:Commitment to fostering a

harassment.Education/Experience:A Bachelor's Degree in a related
field with at least 8 years of relevant experience, or an
equivalent combination of education and experience. A postgraduate
degree is an asset and may count toward years of experience.Desired
Qualifications:Expertise in Program Management:Deep experience in
IT or Information Security program management, with strong
capabilities in budgeting, scheduling, and performance
tracking.Advanced Industry Knowledge:Proficiency with industry
standards such as COBIT principles and Agile methodologies, with
demonstrated success in strategic IT initiatives.Communication and
Negotiation Skills:Exceptional verbal and written communication,
with the ability to build trust, manage expectations, and
collaborate effectively with all levels of stakeholders.Compliance
Standards Knowledge:Comprehensive understanding of and adherence to
LANL and regulatory compliance standards related to IT or
Information Security.Work Environment:Work Location:This position
will be located in Los Alamos, NM with the potential for
teleworking from a location within 2 hours ground commute of this
location. Reporting onsite will be periodically required. Telework
is at the discretion of management and can change at any time with
appropriate notice.Position Commitment:Regular appointment
employees are required to serve a period of continuous service in
their current position in order to be eligible to apply for posted
jobs throughout the Laboratory. If an employee has not served the

documented approval of their Division Leader. The position

Selected applicants will be subject to a background investigation

position requires a Q clearance and obtaining such clearance
requires US Citizenship except in extremely rare circumstances.
Dependent upon the position, additional authorization to access
classified information may be required, which may or may not be
available to dual citizens. Receipt of a Q clearance and additional
access authorization ultimately is a decision of the Federal
Government and not of Triad.*Eligibility requirements: To obtain a
clearance, an individual must be at least 18 years of age; U.S.
citizenship is required except in very limited
circumstances.New-Employment Drug Test:The Laboratory requires
successful applicants to complete a new-employment drug test and
maintains a substance abuse policy that includes random drug
testing. Although New Mexico and other states have legalized the
use of marijuana, use and possession of marijuana remain illegal
under federal law. A positive drug test for marijuana will result
in termination of employment, even if the use was pre-offer.Regular
position:Term status Laboratory employees applying for
regular-status positions are converted to regular status.Internal

required period of continuous service in their current position are
